<h2>My name is <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">Rebeca Amezcua-Hogan</span> and I am running to be your next city councilwoman!</h2><h4>I want to work with you to create a Kansas City where everyday people can afford to live, thrive, and grow old in dignity. <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">A city that works for you.</span></h4><p>Today, I live in the Westside with my husband, Tristin. We have two dogs (Manny &amp; Mumu) and two cats. (Dash &amp; Bitters)</p><p><strong>I am the youngest child of immigrants from Mexico that came to America in search of a better life.</strong> Like many immigrants, I spent time growing up all over the place and in unstable housing conditions: rural Mexico, the suburbs of Los Angeles and Chicago, and Sedalia, Missouri. <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong>I know from first hand experience how important stable, truly affordable housing is.</strong></span></p><p><strong>Kansas City is the first place I've ever been able to call home.</strong> I moved to 40th &amp; McGee in 2015 (back when rent in Midtown was much cheaper!) and never looked back. It was the first time in my life that I had truly stable housing and I fell in love with Midtown. I worked at Starbucks at 41st &amp; Main (where I met my husband!) and worked my way through college at Park University, where I graduated with a 4.0.</p><p><strong>Midtown is where I first got involved in community organizing when I was in college.</strong> Driven by my own experiences growing up in poverty, I helped in the fight for tenants rights in Kansas City. I organized alongside other renters in favor of the Tenant Bill of Rights that was successfully passed by City Council in 2019, dramatically expanding the rights of tenants in our city.</p><p><span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>I have spent years on boards serving the public and working towards solutions for those in need. </strong></span><span style="color: var(--color-text); text-decoration-color: var(--color-text);">From 2020 to 2021, I served on the Ad Hoc Housing Committee for the KCMO Health Commission focused on Kansas City’s Unhoused Population. It's the sort of neighborhood where everyone waves when you drive by. I spent time getting to know my neighbors and was quickly elected vice president of the Westside Neighborhood Association, a role I stepped down from to run for office. <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong>I want to lead the way on people-centered policy that positions everyone to have the ability to live and thrive in the city.</strong></span></p><p><strong>In January 2024, I was appointed to multiple Economic Development Corporation Boards. </strong><span style="color: var(--color-text); text-decoration-color: var(--color-text);">I serve as the Vice Chair of the Board for the Land Clearance for Redevelopment Authority, (LCRA) as a Commissioner on the Board for the Enhanced Enterprise Zone, and as Commissioner on the Advisory Board for the Chapter 353 Program. <p>Kansas City can (and should!) be at the forefront of tackling our nation's housing crisis. While the rest of the nation struggles with this same issue, we should be aiming to build tens of thousands of housing units in our urban core. <span style="color: var(--color-text); text-decoration-color: var(--color-text);">I believe that housing is a human right and the foundation of many of the problems facing our city.</span></p><p><strong>There isn't just one way to get there, but what we are doing now isn't enough.</strong></p><p>From just 2020 to 2025, rent in Kansas City went up 38.2%. The cost of homes have soared. When people and families can't afford housing, the city, and the city's culture, suffers. Less art, less money for people to start small businesses, more parents away from their kids to work extra hours, and less money spent in local businesses.</p><p><strong>Housing is a topic that can make people nervous. If the city cares, this work can be done in an intentional way that leaves neighbors happy and our communities stronger.</strong></p><p>I want us to try everything: municipally-owned social housing, community land trusts, cooperatives, neighborhood specific housing plans, saving our historic housing from demolition by neglect, making it possible to build the historic housing that made our neighborhoods unique, city-backed low-interest loans to allow residents to build granny units (ADUs) that are kept affordable, and much more!</p><p><span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>You should be able to afford to comfortably grow old in the neighborhood that you love.</strong></span></p>

<h2>A People-First Housing Plan</h2>

<p>If we want Kansas City to be a safe and welcoming place to live, we need to take an evidence-based approach to crime prevention and <strong>tackle the root causes of crime</strong>: poverty, addiction, homelessness, and more. Crime is a serious quality of life issue that prevents us from reaching our potential, that hurts small businesses, and that pushes neighbors out of our city. I know from firsthand experience how frustrating it can be to be in a neighborhood you love and be plagued by crime that disrupts your quality of life.</p><p>While not a silver bullet, we must take back <strong>local control</strong> of the Kansas City Police Department from the State of Missouri.</p>

<h2>Safe Communities</h2>

<p><strong>Statement following the shocking revelation of allegations of sexually abusive and monstrous behavior by Cesar Chavez, for whom a street in Kansas City’s Westside is named:</strong></p><p>“Following recent reporting of multiple allegations of horrifying and abusive behavior by Cesar Chavez towards women and children, Kansas City, MO must begin the process of removing Chavez’s name from 23rd Street Trafficway in the Westside. I hope that our City Council will follow the lead of the United Farm Workers (formerly known as the National Farm Workers Association) in acting swifting in the light of these allegations.</p><p>“Our community must be willing to confront difficult truths. Far too often has a culture of machismo and impunity for those in power paved the way for the abuse of Hispanic women and children. When credible allegations of sexually abusive and deeply troubling behavior emerge, we have a responsibility to stand with survivors.</p><p>“I know how important the grape and lettuce boycott led by the National Farm Workers Association is to Hispanic union families and how culturally significant the street name is to many Westsiders, particularly as gentrification has reduced the presence of Hispanic families in the neighborhood.</p><p>“It is my sincerest hope that when 23rd Street is renamed, we find a new way to honor and involve the Westside’s Hispanic community or the women of the National Farm Workers Association - like Dolores Huerta - who fought for a better world.”</p><p style="text-align: center;"><strong>###</strong></p><p><em>Rebeca Amezcua-Hogan is a candidate for Kansas City, MO’s 4th District City Council seat. She is the former Vice-President of the Westside Neighborhood Association, an experienced advocate and activist, and backed by almost every labor union in the region.
